Scrollbars vanishing on IE10 and IE8

Hi, I am using the Scroller and on Chrome the scroll bars (horizontal and vertical) show up but on ie they vanish and then appear (as columns with data come into view).

Has anyone come across this issue (using latest version and latest plugin)?
